Larry Rodriguez is the company’s President/CEO and a member of the Board of Directors.  Mr. Rodriguez is an executive with a legacy of building and growing companies from early stage startups to the Fortune 100. His career has spanned several industries including eyecare and banking/financial services. Mr. Rodriguez’s work has produced over $2 billion NIAT leading a Fortune 100 company to over 26X growth in 8 years and being named as the fastest growing company in that category. Larry held leadership roles with Johnson & Johnson, Essilor, Wells Fargo and Capital One.


While he has spent time building industry impacting growth in Fortune 100 companies, he found an exciting career path in helping early stage companies take flight. He has developed and led growth plans for four early stage companies with each being acquired by global giants and/or becoming global leaders in their space.


Larry joined HPO in 2013 because it offered an opportunity to Impact The World by delivering intellectual properties and technology that protect billions of humans around the world from the dangers of High Energy Visible (HEV) Light. Larry’s Mission at HPO is to “Develop Protection for High Energy Visible Light and make that protection a Standard for every application that can shield the eye and skin from the dangers associated with HEV Light.”

Chief Visionary Officer


Dr Ishak is the Founder, Chief Visionary Officer, and member of the Board of Directors. Dr. Ishak is the inventor of the technology and conceived of the business market opportunity/need for HPO. His background as President of Bayz Polarized Sunwear lead to the development of the science behind HPO for its proprietary selective light wavelength filtering technology. His ability to network with key individuals in the vision care industry and coordinate their activities from R+D, to prototyping, and securing IP has bolstered the potential for HPO success. He holds over 50 issued global patents with over 25 pending patents. He is a published author, and graduated from the Pennsylvania College of Optometry in 1987.




Chief Technology Officer


Dr. McGinnis is an Entrepreneurial Scientific Advisor and Chief Technology Officer for HPO. He is a researcher skilled in optical thin films and processing with expertise in understanding sustainable manufacturing processes. From 1998 -2005, Dr. McGinnis was an R&D research scientist, project lead, and group leader in the areas of scratch resistant, anti-reflective, tintable, hydrophobic, and other functional coatings and manufacturing processes for ophthalmic lenses for Johnson & Johnson’s Spectacle Lens Group. Dr. McGinnis is an Associate Professor of Practice in the Materials Science and Engineering Department at Virginia Tech. He received his Ph.D. in Materials Science and Engineering from Stanford University.





Chief Science Advisor


Dr. Haaland is a founding General Partner of InnerProduct Partners.  He also serves as the Chief Science Officer for two technology startups (one pursuing hand hygiene monitoring technology and a second for a new class of natural gas fuel tanks), and as the CEO of a venture developing radioisotope synthesis at the point-of-care. From 2007-2011, Dr. Haaland conceived and executed high-risk, high-payoff research programs to ensure the future success of the nation's intelligence and defense enterprises. He developed new methods for mapping the chemical composition of the atmosphere, and was broadly engaged in addressing nuclear, chemical, biological, radiological, and cyber threats to national security. Dr. Haaland is an entrepreneurial scientist and inventor with successful developments in fire suppression, ophthalmic lens coating technology, semiconductor processing, scalable databases and thin film optical filter design. He holds A.B., A.M., and Ph.D. degrees in chemistry from Harvard.



Intellectual Property Legal Counsel


Dana Buschmann has over 15 years of experience in patent law. She has worked at premier law firms headquartered on both the east and west coasts, as well as served as in-house counsel for an academic medical institution. She advises clients at every stage of development, from initial conception to FDA approval, and she guides clients through investment and licensing transactions.  She holds a B.A. in Biochemistry from Rice University and a J.D. from Duke University School of Law.






Veronica Tingle, Controller for High Performance Optics, Inc. In this role, Mrs. Tingle handles all aspects of HPO finances, including budgets, payables, government reporting, and their capitalization chart.


Veronica has been working with HPO for almost six years. Before joining HPO, she worked in public accounting for 13 years in her hometown in Georgia.  In her capacity there, she worked on audits for government and non-profits as well as taxes for individuals and corporations.  Mrs. Tingle earned a Bachelors Degree in Business Administration from Georgia State University and holds a CPA license in Virginia.




Chairman of the Board of Directors


Mr. Packard is the Chairman of the Board of Directors of HPO. In late 1999, Mr. Packard created his own firm, TransCat Consulting, helping organizations “make change that matters.” In addition to his consulting roles, Mr. Packard has filled the interim CEO or general manager roles of several clients. From 1989-1999, Mr. Packard’s role as Executive VP and Chief Administrative Officer at LensCrafters was key to creating the most successful optical retailer in the world and one of the most successful U.S. retailers. In addition to his roles at LensCrafters (1987-1999) and Procter & Gamble (1971-1987), Mr. Packard was the key outside Director on the Board of Innotech, Inc., a high-tech optical company from 1992-1997. He has a Chemical Engineering Degree from Bucknell University (1970) and an MBA from Virginia (1972). Continuing education includes the Change Leadership Program from Wharton and the Retail Executive Program from Harvard.



Board Member


Mr. Sheil has over 25 years’ experience in sales and marketing in Ophthalmology developing relationships and overseeing the sales and strategic development of various ophthalmic products worldwide.  Mr. Sheil is currently CEO & President of PogoTec, Inc. Since 2009, he founded and is president of Synergy Ophthalmic Solutions, LLC, a Midwest based ophthalmic device distributor and consulting firm. Previously Mr. Sheil was Vice President of Commercial Operations of the Americas for Bausch + Lomb Surgical.  In his senior roles, he developed various go to market strategies and successfully implemented these strategies with internal and external sales operation teams.  He is a frequent speaker on product implementation strategies and practice development.  Brendan serves on as a member of the Board of Directors and as a strategic advisor to various established and start-up ophthalmic companies.


Board Member


David L. Heath, O.D. graduated from the Pennsylvania College of Optometry in 1980, after doing his undergraduate study at the University of Maryland, Baltimore County.  He received both his Bachelor of Science and Doctor of Optometry degrees.  Externships were done at The Eye Institute in Philadelphia and at the Optometric Center of Maryland in Baltimore.


Dr. Heath began working at Vision Associates, a large private practice in northeast Maryland, in 1980.  He served as managing partner from 1995 until the sale of the practice in 2012.  He currently practices primary care optometry with the Katzen Eye Group in Abingdon, MD.  His main areas of interest are in general optometry and contact lenses.


He has been on the board of High Performance Optics since its inception in 2006.  Along with HPO partner and fellow board member Andrew Ishak, they founded Bayz Sunwear.  Their sunglasses were rated among the highest in the industry at blocking blue light and that technology led to expansion into the area of blocking blue light that is harmful to the retina.  This evolved into the founding of HPO by Dr. Ishak in 2006.


Dr. Heath was born and raised in the Havre de Grace, MD area and now resides near Bel Air with Debbie, his wife of over 40 years.  They have two children and six grandchildren.  His hobbies include spending time with his grandchildren, going to their beach home and golfing.
